Driving on company business. How do you deliver Health and Safety training for company car drivers?

We are currently investigating potential solutions to the problem of how to deliver Health & Safety (H&S) training for company car drivers.

The keepers of the H&S regulations insist that we have a duty under H&S legislation to provide information, instruction and training to control the risks of driving on company business and to communicate identified hazards to them, as for these people the car is regarded as part of the workplace. Any training should supplement skills and knowledge regarding road safety, which has already been attained by passing a driving test.

We have 2 distinct groups of people:
1. Those who have a company car as a perk of their job or grade
2. Those who take out a hire car to drive on company business.

I can fully understand the H&S requirements, but there's a worry that users may think we are trying to teach them to suck eggs. I realise that part of the answer lies with the content and whether it is relevant to the users, but given that research shows that the majority of us think we drive better than we actually do, this is a major concern.
