Help please,

My lack of technical understanding means I am at a loss as to how to specify minimum technical requirements to deliver e'learning to a multi-site organisation. Does anyone have a basic minimum spec for hardware, bandwidth requirements, severs, what monitor size is best etc etc for an e'learning programme with LMS? My client wants to complete an internal audit of existing IT systems but I dont know what to ask them to measure. We would hope to include flash (version?), video (preferably), audio, webinars. My client hasn't appointed learning partners yet so I cant ask them to help the IT team, this is very early days. I need to suggest an estimate of how much the upgrade is going to be, following an audit of the existing infrastructure. Hope someone can help.
